Town Council Meeting Notes

Here are some items discussed at the Feb. 7 Town Council meeting.

Before the public comments concluded the Town Council meeting with about the manner in which they received their retirement plaques from the , several issues were discussed at the meeting.

In addition to Doody and McNamara’s letter, Councilman Vincent Caprio also addressed the Council.

“We had some difficulty at my house with my six-week-old granddaughter and we had to call 911,” he said of his granddaughter, who was premature and having trouble breathing. “The police department was there within five minutes and the ambulance and fire department was right behind them. They got it straightened out and everything’s great now. I just want to thank everyone from the bottom of my heart.”

From the Town Manager’s Report

  • The grand list was signed on time and based on numbers so far, the grand list will be going up by .44 percent compared to last year’s 2.8 percent. “It’s a modest increase, but still an increase,” said Town Manager Richard Branigan.
  • The town is working with Nafis and Young Engineering, Inc. of Northford on the design and development of the Swajchuk Property and Wallf Field. There will be an update on the progress at the .
  • The Permanent Project Building Committee received revised budget numbers for the renovation project. Because North Branford did not receive STEAP funding, renovation priorities will have to be set based on the budget.
  • is working with an Eagle Scout to mark all of the town’s fire hydrants.
  • The Park and Recreation Commission will hold an informational meeting on Feb. 27 at 8 p.m. for all leagues that use town fields to present the draft of the .
  • A State of the Town Address will be held at Town Hall on Feb. 29 at 7:30 a.m. hosting by the . A light breakfast with be served with guests including Superintendent Scott Schoonmaker, Senator Ed Meyer, State Representative Vincent Candelora, Town Manager Richard Branigan and Mayor Anthony Candelora. Tickets are $10 for chamber members and $15 for non-members.

  • Steve Scavo was reappointed to the Planning and Zoning Commission and Conservation and Inland Wetlands and Watercourses Agency
  • Bruce Wentworth was appointed to Parks and Recreation Commission
  • Mary Ann Augur was reappointed to the Housing Authority
  • Joanne Wentworth was reappointed to the South Central Connecticut Cable Advisory Commission.
  • Mary Bigelow was reappointed to the Hazardous Water and Recycling Committee.
  • Edward Corradino and Lou Paternoster were appointed to the Permanent Project Building Committee by the Board of Education with David McMahon appointed as a Board of Education alternate to that committee.
  • Anthony Ferraiolo was the Board of Education’s appointment to the Pension Committee with Paternoster as an alternate. Joe Faughnan and Joanne Wentworth were also appointed to the Pension Committee.

NBHS Roof

Discussions about the over the gymnasium at continued. There are now discussions that there may not be a requirement to hire an architect if the roofing consultant has the proper certifications.

“This could save the town a lot of money,” said Branigan.

Town Attorney John Gesmonde is researching the issue to make sure the proper professionals are hired to carry out the rest of the project.

Charter Revision Commission

The Town Council is looking to form a Charter Revision Commission consisting of seven members. The original action to form the commission, which was made on Jan. 17, was void as the 30-day window for appointing members was expiring.

The council decided to first agree on members to be appointed to the committee before moving to form the commission, which will be limited to two Town Council members.

Because the commission will focus on issues that the council hopes to be resolved by the November election, the aim is to appoint members and form the Charter Revision Commission at the Feb. 21 Town Council meeting.

Town resident Roger Munck addressed the council during the public comments portion of the meeting to express interest in being considering for the commission.
