HAMDEN – A 74-year-old state employee was arrested Friday on charges that she physically and sexually assaulted four mentally disabled clients.

Police said Victoria Moreau, of Hamden, abused the three women and one man over the course of several months.

"Further investigation revealed that all four disabled clients sustained physical injuries, which range from broken bones, to visible scarring to extremely poor hygiene," said Hamden police spokesman Capt. Ronald Smith. "Two of the females and the male client were sexually assaulted when their private parts were manipulated in an aggressive and torturous manner."

Investigators found that Moreau made them sleep on the floor and hit them with a cane if they tried to get up, Smith said. She also locked them in a closet for long periods of time, he said, and subjected them to extremely hot or cold baths, apparently to punish them for eating too slowly or having problems using the bathroom, Smith said.

The woman’s daughter was also arrested in connection with the incident.
